Bathroom signs

I encountered this bathroom sign in the new subway line (Fukutoshin).
Weird segregation practices here though -- a bathroom for black people & the Polish.
It seemed very reminiscent of the South pre-1960s.
Any guesses as to why this said it? I will elaborate in comments.

I suppose that statistically, Tokyo is still ridiculously safe as big cities go, but this recent random event has been the major topic the past few days. I heard that it even barely made the news back in the US too!
